Is it safe to delete Photos library?
A Photos library: your photos and videos, your edits and albums, and the previews Photos makes from them.
Managed by macOS
macOS manages it. It's never moved to the Trash.

Library
What it is
Photos keeps everything in a single library package, by default Photos Library in your Pictures folder. Inside are your original photos and videos, your edits and albums, and the previews and thumbnails Photos creates. Change a library only in Photos: changing files inside it in the Finder can damage it. If you use iCloud Photos, Photos can keep smaller versions on this Mac and the full-size originals in iCloud.
If it's removed
With Optimize Mac Storage, full-size originals download from iCloud when you open them, which needs an internet connection. A library on an external drive is available only while the drive is connected.
What to do instead
If you use iCloud Photos, open Photos, choose Photos > Settings, click iCloud, then select Optimize Mac Storage. You can also quit Photos and move the library to an external drive formatted as APFS or Mac OS Extended, as Apple Support describes.
The free analyzer finds it and explains it, with these steps. The app doesn't remove it for you.
