What it is
Software Update uses /Library/Updates for information about available updates and for some update downloads. System Integrity Protection protects the folder, so only Software Update can change it. It's usually small, but an update that didn't finish installing can leave files behind.
If it's removed
Files for a pending update are needed to install it. Without them, Software Update has to download the update again.
What to do instead
Leave it to Software Update. Installing pending updates in System Settings > General > Software Update lets macOS remove the files it no longer needs.
The free analyzer finds it and explains it. The app never removes it.
